Construction Supervision Of The Works For A Cement Plant In Ali Sabieh

Saboo Engineers Pvt LTD, the Main Contractor, began the construction works on 1st June 2010 under the auspices of a ‘Turnkey Project’ Contract type.

During the initial four months of the contract, the Contractor carried out the revaluation of the structures which were abandoned by the previous Contractor.

Project: 600 Tonnes per day ROTARY KILN CEMENT PLANT Project at Ali Sabieh - Djibouti.

Client: Government of Djibouti represented by the Ministry of Trade and Industry

Contractor: Saboo Engineers Pvt Ltd, part of the consortium with Seftech India.

Construction Contract Value: 

US $ 24,000,000 divided into two phases:

• Part 1 - Civil Works - US $ 9,850,000
• Part 2 - Mechanical - US $ 14,150,000

 

The contract includes the construction and delivery of supplies and services for all civil, mechanical, electrical & Instrumentation construction works and other works of the Ali Sabieh cement factory.  This included the construction and supply of machines, tools & winches, the use of qualified and semi-specialized labour and all that is necessary for the construction and operation of the plant.

The peculiarity of this Contract lies in the fact that the initial construction of the cement plant started during 2004 and halted during 2005. The site neglected with the structures of the buildings partially completed and all electromechanical equipment that was to be installed, abandoned on the site.

 

The Contractor was commissioned to resume and complete the interrupted civil works and carry out the installations foreseen by the original Contract by replacing or repairing damaged electromechanical equipment exposed for a long time to atmospheric degradation.

During the contract the Contractor proposed modifications to the original project which changed the general layout of the roads and some buildings but did not, however, change the final valuation of the contract.
